Yes. Safety inspections are recorded per vehicle, with the date and the outcome held against the truck. The inspection module is part of Cruise.

Does it work out who was driving when a fine arrives?

On Cruise it does. Fines are matched to the driver allocated to that vehicle on the day of the offence, so the conversation starts from a record. Entering fines and allocating drivers is available on Drive.

Is there hardware to fit to the trucks?

No. Trips record from the driver's phone, so there is no installer, no wiring and no device to recover when a truck is sold. Adding a vehicle takes minutes.
